Abstract

Article 21 of the Constitution of the Republic of Cuba establishes that the State fosters the advancement of science, technology and innovation as indispensable elements in economic and social development. Decree-Law 323 "Of Science, Technology and Innovation Institutions", of 31 July 2014, establishes the provisions for the organization and functioning of science, technology and innovation institutions, whose main activities are scientific research, innovation, scientific and technological services, and value-added specialized productions. Research ethics and methodological rigor are the responsibility of researchers, project managers and heads of institutions, under the advisory of scientific councils and research ethics committees. The purpose of the study was to highlight the role of scientific councils in science, technology and innovation institutions, particularly at Ramón Pando Ferrer Cuban Institute of Ophthalmology.
